There is no sense to use user based quotas in domain or server based network where groups is available. Always use groups instead users, it is more comfortable and easily to manage.
You should using user based quotas on those computers, on which work of several users is allowed. In particular it concerns the "general purpose" computers which are not having the constant owner. Here it is possible to relate mobile computers of the remote users (taking place outside of office of the company and frequently used by different employees).
NOTE: as users and groups the regular Windows users and groups used. You can create special groups for Print Logger to organize your users in your own manner or leave Windows groups as is. There is no internal (non Windows) user/groups is used by Print Logger.
